On February 26, 2026, during the 46th Kenya Prisons Service Pass-Out Parade at the Prisons Staff Training College in Ruiru, President William Ruto outlined his administration’s deliberate efforts to build a professional and well-motivated disciplined service.
Addressing 3,860 new graduates, the President reaffirmed his commitment to strengthening welfare, uplifting morale, and enhancing professionalism across the country’s security agencies.
Raising Standards, Improving Lives
A cornerstone of these reforms is the improvement of officers’ working conditions. President Ruto announced significant salary adjustments:
“We have raised salaries for officers at entry level by 36 per cent and 24 per cent at the maximum scale since 2024 under phases I and II, as recommended by the Maraga taskforce which I appointed. Phase III of the salary review will take effect on 1st July 2026.”

To address the long-standing housing challenge, the government is constructing 28,000 institutional housing units, with 30 per cent of these projects already underway.
Healthcare and Legislative Action
Healthcare access has also been prioritized. Officers now benefit from the Comprehensive Health Insurance Scheme under the Social Health Authority (SHA), while 56 per cent of inmate have already been registered. The Wanini Kireri Magereza Level IV Hospital further reinforces these medical provisions.
On the legislative front, the President revealed that the Correctional Services Bill and Policy are being fast-tracked by the Ministry of Interior and National Administration, with Cabinet consideration expected by April 2026.
Environmental Stewardship
President Ruto commended the Kenya Prisons Service for its role in the national tree-planting campaign. The Service has planted over 6.8 million trees, with 1.87 million seedlings ready for transplanting.
“The institutionalization of tree planting every fourth Thursday of the month further demonstrates your commendable commitment to environmental sustainability and climate resilience,” he said.
A New Generation of Officers
The ceremony, attended by Interior Cabinet Secretary (CS) Kipchumba Murkomen, marked the completion of intensive training for recruits who joined the service in April 2025. This cohort includes 342 technicians, with an additional 36 cadets expected to graduate later this year.
